Things may be different now that they have a new owner who wants to
milk the catalogue for every penny, but that wouldn't necessarily mean
they'd license it to someone else. It's a brave soul who tries
something like this - I think Richard X had an advantage when he
released TGHOTF because he was signed to Virgin at the time.

If a reissue happens, I expect a download version is fairly likely,
but a lot of people still prefer a physical CD, especially in the
slightly older market this one would appeal to. I think what matters
most is ensuring people can hear the music without paying silly money.
By the way, on an unrelated note, the current League line-up should be
touring the US with ABC and others this summer, if this gets confirmed
(it's not 100% definite yet):
