 Something to keep in mind is that the DX7 cartridge memory protect function is automatically enabled every time you power up the DX7.

 Anyway, going the easy route - have you turned off the cartridge memory protect function on the DX7's front panel? Maybe this is why you are not able to format the cartridge. Other than that, perhaps the cartridge battery has died.
