I am not sure about that.
Sometimes a "wildcard" quartet does so well that they simply get through
therefore disqualification is a bit rough.
However they should notify the organizing committee immediately after
the draw and rather than simply not show.
I recall an Aussie Novice a few years back that actually won the
complete Aussie contest. They went in sang amazingly well as novice and
qualified for a finals position. - they didn't know it at the time but
their overall scoring was the highest on the boards.. They then
scrambled to get a second set together and after it was all over
actually took the complete contest and became National Champs.

Quite simple, they didn't show for the second round, thereby cutting
other quartets out who did have four songs prepared. I think we will
have to add a rule that Open quartets who don't have four songs
prepared are disqualified and the place passes to the next highest
qualifier. That would be fair enough wouldn't it?
