Based on Old Crow's stuff, ic 31 isn't a memory chip, it's a gate that's used sometimes for controlling leds and in this case it does. So that's your LED...

I'll repeat that you should remove all of the blackened traces. Otherwise in a few months, you'll be posting to the list asking why X or Y stopped working....
