I also was unsuccessful in finding a comfortable strap arrangement for my Conn contrabass. I made a stand and adapted it to a throne base. I no longer have the instrument, but the stand is still here in the corner. As you can see, the stand is completely adjustable for any size musician.
Did the two top hooks engage the strap hooks? If so, how
was this accomplished, can they be turned? Did the bottom
arm go under the bow?

You're right! The top two prongs engage the strap-loop holes, and are bent slightly upward near their end in order to keep the instrument from slipping out. The bottom of the instrument (the slim metal heel) fitted into the angle bracket, and was secured by a thumbscrew. This angle bracket had a slip collar (for adjustment) which slides (and locks) vertically on a piece of 1/2" brass water pipe. Standard 1/2" black iron pipe could have been used as well. The small ornament on the top end was salvaged from a table lamp that was being thrown in the trash.....it sort of gave the assembly a little more "class"!
