Dear Mr. President,

Recently AFL-CIO and some anti-China, short sighted US Senators
and congressmen, ( led by Senator Charles Schumer, a member of the
anti-China "Taiwan Caucus"), have pushed congresswoman Tubbs
Jones to refile a most severe "section 301" petition the US commerce
dept against China. They viciously threaten China to go for a
dangerous, unknown "flexible currency rate". We are Outraged.

China had just made a commitment towards "flexible currency" on Oct. 1.

We, as the VOTERS and CONSUMERS of the United States, would
like to request our President, our Government and our Congress on both
parties to REJECT this outrageous "Section 301" petition as a most
Unfair, Ignorant, Hostile and Self Harming petition against China.

The National Association of Manufacturers Opposed such petition
from AFL-CIO, steel and textile groups against China, arguing it would
be Counterproductive and Politically oriented. They were correct & fair.

This "threatening China's Currency " issue is mainly instigated by
Anti-China Neo-Cons. They attempt to instigate this as an "Election"
issue to force candidates from both sides for no purpose but to strike
China as well as to strike America's own Economy. The bottom line
is that even if China going for a flexible rate, it will NOT increase
Employment rate in the U.S. Numerous other low cost labor countries
will immediately fill America's shelves as well as China's shelves.

ECONOMIC EXPERTS OPINIONS ON CHINA'S CURRENCY:
Albert Keidel, who was deputy director of the Treasury Department's
office of East Asian nations, said while having the trade surplus with the
U.S., China runs a large deficit with the rest of the world which reduces
its overall trade surplus to roughly 2 percent of its gross domestic
product. "That is Not evidence of any manipulative relationship or
unfair trade advantage," he said.

Laurence Meyer, a former member of the Federal Reserve board
of governors said "any move by China to adjust its currency would
be risky because of the difficulty of getting it right. It's dangerous
if it's too little because it generates speculation. It's dangerous if it's
too large because then you might over adjust in terms of the economy,".
Asked what he would do if he was governor of China's central bank,
Meyer said: "The first thing I would do is not encourage any change in
the exchange rate regime ... I'd take that off the table right now."
German Finance Minister Hans Eichel also said recent G7 ministers
stressed that when China does decide to modify its exchange rate regime
it should not be done hastily and should be accompanied by " Internal
Reforms" to avoid economic disruption in China and elsewhere

The general fear is that a possible sharp correction in the current
account, a broad measure of foreign trade, could occur if foreign
investment flows into the United States dry up, as investors seek
other outlets. That could weaken the dollar and trigger higher, growth-
dampening interest rate hikes in the United States and elsewhere.

A STEADY CHINESE CURRENCY WILL HELP US EMPLOYMENT:
In this world, China perhaps is the only country, with more than
1/ 5 of the world population that has the potential ability to absorb the
massive number of products from the US (especially high tech products),
if China has a good economy and steady currency which boost every
Chinese consumer's ability to "Buy". If Chinese Currency is chaotic,
Chinese will not have the ability to buy U.S. products. Therefore, an
unknown, fluctuating currency rate may be dangerous to China and it
will harm America's export and employment. Currently Chinese average
income is about US$ 1,000 a year. The present currency rate is closely
tied to US Dollar and we believe it is the best for both countries.

FLEXIBLE CURRENCY NEEDS SOUND FINANCIAL SYSTEM.
A flexible currency regime must accompany a sound and healthy
financial system under Capitalist regime. However, China's current
banking and financial system are not ripe for a flexible currency system.
China just converted from their central-controlled Communist system
to a Socialist Democratic Capitalist system only about 15 years ago.
It takes Time and Prudence to get its economy converted to fit into
a flexible currency regime. We urge our Government and Congress
to be Patient with China. Pushing China may harm US own economy.

HAS CHINA CAUSED US UNEMPLOYMENT ??
China has a far higher UNEMPLOYMENT rate than the U.S.
China has at least 15 % to 20 % Unemployment rate due to the
conversion from Communist economy to Capitalist. Thousands of
state owned factories closed down. It made hundreds of millions of
Chinese lose their steady jobs under the previous Communist Regime.
In the US, unemployment rate is only about 5.6 %. It is Low.
In fact, the whole world's Unemployment rate in the manufacturing
sector is Rising. "RISING PRODUCTIVITY" is the real answer to
reduced jobs. Today, a huge factory does NOT need large numbers
of workers any more. They may only need a couple of computer
operators. 100 years ago, it would need thousands of workers.
America has one of the highest "PRODUCTIVITY" rates in the World.

RISING PRODUCTIVITY CAUSES LOWER EMPLOYMENT.
"A 1 percent ( 1 %) increase in productivity eliminates the need
for about 1.3 million jobs. Of the 2.7 million jobs lost over the past
three years, a million were lost within 90 days after 9/11, and only
300,000 resulted from outsourcing. In 1990, America had 169,000
steelworkers. Eleven years later, that number had been cut nearly
in half --- but those workers produced 17 percent more steel. "

"The long-term trend for manufacturing employment has been downhill
for at least 25 years, and it won't be going back up again. This is true
not only for America but for the world's 20 largest economies. "

Therefore, China should NOT be blamed for America's Unemployment.

AMERICA ACTUALLY HAS MORE EXPORTS TO CHINA :
In fact, America may have more exports to China than Chinese imports.
IBM's business computers occupies nearly 50 % of the Chinese market.
GM, FORD... produce their cars in China and along with VW occupy
the highest shares in Chinese car market. (* this is the major reason for
China's rising Oil demand.). McDonald, Burger King ..unhealthy food
stores all have the highest shares in China's fast food market. Wal-Mart,
Coca Cola, Kodak ...also have biggest shares in China in their markets .

If these are not America's EXPORTS to China, then what are they ??
Therefore, to be fair, each year US Exports to China should count the
market shares occupied by all of the American companies which
produce Goods and Services in China.

China is such an important country to the United States no matter
who will be the President in November. We sincerely ask our Congress
and Government to treasure the most important US-China Relationship
in every aspect.
