Subject : STOP SABOTAGING CHINESE TEXTILES IMPORTS.

Dear Mr. President,

As concerned Consumers and Voters, we urgently present our
PLEA here to our President, our Government and EU leaders :

1: We OPPOSE any government intent to place any "Limit"
or place any "Cap" on any Chinese affordable Textile Import.

2: We Request that US and EU wait for at least 2 to 3 years
under the New "Non-Quota" Free Trade Textile regime before
making any judgment or taking any Protectionism measures
against Chinese Textile Imports in order to have a more
Accurate, Objective and Meaningful Comparisons under
the "SAME" Textile "Non-Quota" Regime.

3: We Strongly OPPOSE that the US Committee for the
Implementation of Textile Agreements consider requests from
a handful of US manufacturers and Union Leaders against seven
categories of textile and apparel imports from China. The US
Government decided earlier last month to Investigate three
categories of textiles imported from China, claiming that "surging"
textile imports from China since the old textile "Quota" regime
ended on January 1, 2005 had disturbed domestic industry.

We also Strongly OPPOSE the European Union decision to
launch a 60-day investigation into a "surge" in imports of Chinese
textiles, the First time after the old textile "Quota" system ended on
January 1, 2005. The European Commission (EC) launched an
investigation into nine categories of textile and apparel products
imported from China. The EC claimed that its textile imports from
China rose as much as 500 per cent in some categories in the first
quarter of 2005 over the same period of 2004.

THE COMPARISON IS UNFAIR, CONSPICUOUS,
MANIPULATION OF THE NUMBERS UNDER TWO
DIFFERENT TEXTILE TRADING REGIMES.
IT IS A COMPARISON OF ORANGES and APPLES. :
All of the above complaining and comparisons from the EU and
US are all based on the comparison of the first quarter of the
Chinese textile imports in 2005 with the first quarter of Chinese
textile imports in the year of 2004 .

However, the KEY problem is here : In January 1, 2005
the WTC has just started a new "Non-Quota" Textile trading
system in the world while the textile trades in 2004 was under
the decades old of the Textile "QUOTA" protection Regime .
Therefore, the EU and US are using the Comparisons under
the Different Textile trading regimes and therefore that is
Meaningless, Unfair and Conspicuous in the World Trades.
It would be like comparing Oranges and Apples. That is
Why the WTO said that TWO MONTHS' DATA WAS
NOT SUFFICIENT for the EU or US to make a
Reasonable Assessment.

We are very Concerned. The Problems of Textile and Apparel
Protection not only Unfair, Twisted but also lead to the following
Major problems to the Economy :

1: The US and EU imposing Textile TRADE WARS against
Chinese affordable imports will bring Huge Damage to 300 Million
American Consumers and more than 400 Million of European
Consumers while may be benefiting a very small number of
western "textile" industries and their Wealthy Union Leaders.

The fact proves that Several Decades of Unfair Textile "Quota"
Protection regime has stripped millions of Consumers Benefits
and Rights. And it does NOT really help the domestic textile
industry to grow either.
Whether the "Quota" protection trading system or a "Cap or
Limit" importing system it will all have the same Bad results to
Consumers and damage to our Economy. The Domestic
Textile industry will NOT grow from such protection .

2: The more expensive textile products are to Consumers, the
Less Consumption would result. The less Consumption in the
Economy would cause more Damage to our Overall Economy.
The Expensive products usually would cause Inflation Rising
which would have severe damage to our Economy.
When the overall Economy is damaged, everybody will be
hurt including those small numbers in the American or European
"textile" industry.

3: The Results of any type of Textile Protectionism measures
will Not really help American or European textile industry either.
Let's ask : Did several decades old of textile "Quota" Protection
Regime help the domestic "textile" industry to grow stronger ?
The answer is clearly : NO. Before January 1, 2005, all we
see in the stores are all the "Foreign" Textile and Apparels
filling the shelves. Most of the people just can NOT afford
the expensive stuff. This is a Basic Principal of Economics.

Textile and Apparel are very Labor Intensive products. They
are NOT advantageous for highly industrialized, high wage
countries to make them. PLEASE STOP ANY DESTRUCTIVE
TEXTILE PROTECTION MEASURES AGAINST THE VAST
MAJORITY OF CONSUMERS and AGAINST OUR ECONOMY .

What our Government should and can do is to Export our
Most Advantageous Products -- the Very HIGH TECH
Products in ALL Industries. That is the Best and Smartest
way to Balance Trade while benefiting All Consumers and
our Economy. Thanks for your Consideration.
