Dear Mr. President,

We ,as concerned Citizens and Voters, are responding to
the House Chairman of the Energy Committee inquiring of
public opinion on China's CNOOC Unocal Bid .

Unocal's daily output of 169,000 barrels of oil and 1.6 trillion
cubic feet of natural gas amounts to less than 1 percent ( 1 %)
of U.S. consumption. Most of Unocal's production is in Asia
and is sold to East Asian nations, NOT to the U.S.
Even more, CNOOC already pledged to continue Unocal's
practice of keeping all of the oil and gas produced in the
United States for sale Within the Domestic U.S. Market.

To Clear the Confusion and Alleviate the Congressional Anti-
China extremism and feverishness, we are presenting our Opinions
on China's Unocal Bid which may impact US Economy and Politics :

1: A Successful China's Unocal Bid will Effectively Shift Billions
of US Dollars back to the US. It will effectively REDUCE our
actual Trade Deficit with China. The US Congress is very
concerned about the US-China Trade Imbalance. Therefore,
any China's Investment in the US will be a Reduction to our
Trade Deficit with China.

2: A Successful China's Unocal Bid would Raise US Foreign
Investment which has been Dropping Severely. : Foreign
investment in the U.S. has lagged since the 2000-2001 recession.
The $18.5 billion CNOOC has offered for Unocal would equal
about a quarter of the $72.6 Billion foreigners spent last year
acquiring U.S. businesses. That's down from a high of
$322.7 billion in 2000.

3: China's investing in US businesses is More Beneficial for
America's Economy. Top Economists such as Steven Roach
think that buying businesses is less of a concern than expanding
Chinese holdings of U.S. Treasury securities that currently total
$230 billion, second only in the World. China's huge holding of
US notes may pose a potential risk for the U.S.: The securities
can easily be sold, which would push down the value of the dollar
and make it harder for the U.S. to finance its current account
deficit, which totals more than 6 percent of economic output.
Roach says it's better for the U.S. economy to have China
using some of the dollars generated by its trade surplus with the
U.S., which totaled $162 billion last year, to acquire American
corporations. Such foreign investments will help to secure
American healthy Economy and Jobs growth.

4: To help China to Reduce its Dependence on Middle East Oil
may be Important to the US in the political sense. In other words,
China does not have to compromise too much when dealing with
the sensitive middle east region IF China does not have to rely on
Middle East Oil at all. Now, Much of Unocal's assets are in Asia.
Therefore, China's CNOOC's Unocal Bid could help to alleviate
a small part of China's Dependence on the Middle East Oil.

5: We Oppose the short sighted Kilpatric Amendment :
The vote on the amendment, which was offered by Rep.
Carolyn Cheeks Kilpatrick (D-Mich.). It Stunned
many US Business Leaders, who called it a damaging
Congressional INTRUSION in foreign investment.
"It is exactly the kind of thing the U.S. business community
gets concerned about when it happens in Brazil or India or
some other country where the legislature interferes in a standard,
rigorous review process." said Todd M. Malan, executive
director of the Organization for International Investment.

ExxonMobil CEO Lee Raymond said It would be a "BIG
MISTAKE" for the U.S. to Block the Chinese Bid for Unocal.
"You have to have free trade," "If you start to put
Inefficiencies in the system, all of us eventually Pay for that."

6: American Oil companies have a whole lot of Drilling Rights
and Oil Reserves off the coast of China.
Reports said that Chevron has extensive investments in China --
especially a Joint Venture with CNOOC to develop the huge
OIL field in Bohai Bay, off China's northeast coast .
Chevron also is involved in other Joint productions with
Chinese State-Owned firms, such as coal-bed methane,
petrochemicals and gas stations.
Congressman James Moran said the US would be
HYPOCRITICAL to deny China's Unocal investment.

7: To Help China with its Oil Needs is to Help Thousands
of American Companies Operating in China. For example :
reports said some McDonalds are running in China in the
Dark due to the lack of Energy supply in China.
American companies are the Life Line for the US Economy.
Therefore, To Help China is to Help America itself.

8: NATIONAL SECURITY OR DISCRIMINATION ?
Many Congress men and women are Short sighted and
Ignorant on China's Unocal bid. They link such a Bid
with national security issue. Many even Resent China's
political system and try to link it with its Unocal Bid.

Rep. Richard Pombo and others even stated that the bid could
give China access to Seismic technology that could be used in
nuclear weapons research ! However, Unocal denies that it
does any seismic work, said spokesman from Unocal .
"I don't know all of Unocal's inner secrets, but I'm not aware
of any seismic technology they could be using that would have a
dual use for nuclear weapons," said Daniel Huston, a Houston-
based geophysicist who has done seismic exploration studies for
25 years, including nine years with Unocal. "I Don't see any
National-security problems with this deal, aside from the issue
of energy supply in general.", reported from San Francisco
Chronicle on June 24.

We are also Shocked to see Minority Leader Congressman
Nancy Pelosi appeared to be Influenced and Misled by those
Anti-China Extremists and US Anti-China Union Leaders.
Pelosi appears to resent China's Socialist Market economy.
However, the Truth is that All the American companies in China
are Nurtured and Protected by China's Socialist Government.

Instead of being a Fair Journalist, CNN Lou Dobbs again and
again has One Sided Interviews on anything about China.
He had interviewed nearly all Anti-China Extremists without
presenting the Other side of View, for example: He interviewed
the Congressional "US-China Economic and Security Review
Commission" which appear full of Anti-China fanatics.

OUR CONCLUSION :
Our government must recognize that today's Economy is a Global
Economy. Even more, it is Foolish and Ignorant to harm the Most
Important US-China Relationship for such a tiny (less than 1 % )
Oil consumption in the US of Unocal's oil , While America can
get so much Economic Benefits from China's Unocal Bid.
Therefore, we urge our Government, Unocal Company
and all interested parties to kindly and quickly Approve China's
