clear misunderstanding and hostilities.
To punish Chinese "Imports" is not just to punish millions

A senior World Trade Organization (WTO) official said that
China was Not to blame for the huge U.S. trade deficit and
Washington could not solve this problem through protectionism.
We urge our Government to praise China instead of using
punishment and rejection. We urge our Government to accept
China as a fellow "MARKET ECONOMY". We urge our Congress
please do NOT block Chinese "investment" in the U.S.

We ask our President and our Congress to investigate HOW
were the US-China Trade figures being calculated ?
Why did China show the surplus with America was about
$100 billion in 2005 instead of $ 202 billion dollars as our
government claimed ? Such huge differences will definitely
cause dangerous misunderstanding and misleading conclusions.
We, as citizens and VOTERS, are concerned by some
congressional members trying to make policy to punish China
based on such wrong, misleading, US-China Trade figure.
We urge our President and our Congress to AVOID imposing any
type of sanction or high tariff to punish China. It will endanger
not just China but also jeopardize America and the World's Economy.
We urge our President and the Administration to STOP any
intention to label China as a "Currency Manipulator".
China is NOT a manipulator. Instead, it is those Anti-China
members who wants to manipulate China's economy as well as
America's own. The Eye for an Eye policy will not help America!!
We urge our Government to greatly Increase High Tech Exports
to China, because those are our most advantageous products.
We can not compete in the labor intensive products with China
but we can compete in the high tech products .
Deputy US Trade Representative Karan Bhatia said that China
deserves CREDIT for making substantial Reforms as part of its
WTO commitments. The fact is that China joined WTO only
in 2001. Within 5 short years, China, with 1/5 of the world
population, has converted itself from a Centralized Communist
Economy to a Market Economy. Such a HUGE CHANGE is Astronomical
and it takes tremendous Hardship, Courage and Determination
from Chinese new leaders like President Hu Jintao and Premier
Wen Jia Bao.
In our opinion, we do think that there are SIX (6) Reasons
that "MADE IN CHINA" is misleading . In fact, A $202 BILLION
trade deficit with China is NOT TRUE . WHY ???
1: FIRST, the World has proceeded to a very Complicated,
Interwoven Global Economy. however, our Trading statistics
method is still staying the same way we calculated it 200
years ago!! IT IS SO WRONG, UNFAIR and TOTALLY MISLEADING.
It DANGEROUSLY PROVOKES TRADE WAR and HIDES the TRADE TRUTH.
THE REFORM FOR TRADE STATISTICS METHOD IS SO URGENTLY NEEDED!!
Our Government needs to coordinate with China to calculate the
true Import and Exports figures.
2: Secondly, HONG KONG IS A MAJOR INTERNATIONAL PORTS FOR
MANY SOUTH EAST ASIAN COUNTRIES. According to Chinese
official records that the trade surplus with the U.S. was
about $ 100 billion in 2005, NOT $202 billion as the US
government claimed. Hong Kong has the Biggest PORT in
South East Asia. Many regional countries "EXPORTS" are leaving
from Hong Kong to the United States. Therefore, to add all
exports from Hong Kong to China's exports to the US is grossly
MISLEADING and DECEPTIVE.
3: Thirdly, America calculates all the Exports by using the price
before they leave the US ports while calculating all the Imports
by using the price after they arrive the US ports by adding
shipping costs. In other words, our customs enlarges the imports
figure and suppresses the exports figure. Therefore, the BASIS
to calculate imports and exports is Unfair and Misleading again.

4: Forthly, in today's GLOBAL ECONOMY, so many products
contain ingredients made by many different countries. A computer
may be labeled "made in China". However, inside the computer,
the processors and numerous different components were made by
many different companies from many different countries and mostly
are made by American companies. Such "Made in China" is only
referring to the final assembly. It is NOT a true "Made in China".

5: Fifthly, ALL products and services produced by all American
companies operating in China should be and must be counted as
American Exports to China. How can you say that Coca Cola or
Wal -Mart ....or GE or GM or Ford or Goldman Sachs or HP or
Dell or Catapiller or Home Depot ..... in China are NOT American's
Exports to China ??? Just from this single point alone, if we
count all of the products and services produced by all these
50,000 American companies operating in China, then America
would have a VERY HUGE TRADE SURPLUS WITH CHINA !!
6: Sixthly, at least 30 % of All "Made in China" Imports to
the US are made from American companies in China. Another 30%
were made by other multi-national companies (from Japan, EU
countries , Taiwan region ....etc...) operating in China. The
real Chinese companies imports is only about 30 % of all the
Imports to America. How can our government count such American
companies imports to our own country as Chinese "Exports" ???
That is simply UNFAIR and GROSSLY MISLEADING !!
CHINA JUST MADE A HUGE CHANGE ON CURRENCY:
Only a few months ago, in July 2005, China had just abandoned
its decades old peg with the U.S. "dollar". This is a huge change
in currency for a country with 1/5 of the World population.
A STABLE YUAN PAVES the WAY FOR CONVERTIBILITY :
We are not talking about a few million population which
they can change their currency or reform overnight. We are
talking about a country with 1/5 of the World Population. China
needs MORE TIME to reform their weak Financial system first.
Further, drastic change of Chinese currency with their
vulnerable old Mao's financial system will endanger America and
the World's economy. Xiaogeng, from the School of Economics
and Finance at the University of Hong Kong said that reforming
China's weak BANKING system is the first step in easing the
trade surplus. Xiao said the decision to maintain a stable
Renminbi .... will shield speculation risks and pave the way for
the Renminbi's ultimate Convertibility in China's capital account.
From all reports we read, we do see that China is making
significant efforts to reform its financial system and currency
system now. China's vulnerable Stock market is only a couple of
years old. America's Stock market has been going for 200 years.
For a country with such size, we urge our Government to
be REASONABLE and be PATIENT with China's gradual reform.
NO country has had such experience for such a huge transformation
in the world. To forcefully set a time table for Chinese Currency
Conversion is very DANGEROUS TO ALL.

CHINA IS OPEN TO the US. The US BLOCKS CHINA.:
There are perhaps as many as 50,000 American companies
operating in China. However, we do not see more than a couple
of Chinese companies in the U.S. at all !! Our Congress
puts up all kinds POLITICAL BLOCKS to REJECT Chinese BIDS for
US companies in the excuse of "national security". China's
CNOOC's $ 18 Billion failed bid for Unocal is a vivid example.
America has $ 12 TRILLION DOLLARS "FOREIGN ASSETS"
which is equivalent to about 6 times of China's entire country's
GDP in 2005. How can our Congress accuse China not opening
to American businesses ?? The TWO WAY FREE TRADE and INVESTMENT
now appear to become a ONE WAY STREET with DOUBLE STANDARDS and
DISCRIMINATION against China and other countries especially
the NON-WHITE countries !!
AMERICAN CONSUMERS ARE BIGGEST BENEFICIARY.
Meantime, the truth is that millions of American Consumers
and Voters are benefiting from China's affordable Imports at
an unprecedented level. Chinese affordable imports has saved
Americans more than $ 600 BILLION dollars according to some
financial institution's research. Chinese affordable imports
have made American Consumers' (VOTERS') "Real Income" increased.
That is part of the reason why America's Economy is still so
Powerful. America now has 4.8 % Unemployment rate, the
lowest in years. China contributed a lot to those good figures.
On the contrary, China has HUGE Unemployment itself.
CHINA'S CURRENCY CHANGE WILL NOT CHANGE
US TRADE DEFICIT NOR INCREASE U.S. JOBS.:
There are more than 90 % of all Chinese imports that are NOT
produced in the United States any more. Therefore, to use an
excessive Tariff to block ALL Chinese imports will NOT stop
American importers from searching for other low cost countries.
Therefore, any dangerous drastic Chinese currency rise will
NOT change America's Trade Deficit with the rest of the world.
In other words, the "made in China" will be simply becoming
"made in Philippines", "made in Malaysia", "made in Indonesia" ...."
Therefore, drastically raising Chinese Currency rate will NOT
improve America's Trade Deficit NOR increase America's
manufacturing Jobs at all .
OUR CONCLUSION :
Richard N. Haass, a former Director of Policy Planning in the
U.S. Department of State at the Brookings Institution stated that :
" Our goal should be to Integrate China into the international
system, to make it a Pillar of the global establishment. ......."
" ... What's important is that U.S. exports to China ENJOY
FAIR ACCESS and that disputes are settled by the World
Trade Organization. What we want to Avoid is having Trade
becoming a source of Friction rather than Integration." .

as well as a huge MIDDLE CLASS group of CONSUMERS.
IF the number of China's middle class shrinks or Chinese
