My understanding is that the black bowhair grips the string more than does
white. That would make for more bite, attack, sforzando on the strings. I
guess for my money, the rosin has more to do with tone than the hair. I use
white bowhair, as that's what comes on the bows I've used over the last
several years. I have a very hard attack, so using black bowhair would be a
bad mistake for me, perhaps! One can also read: My bowinbg technique
STINKS, for the most part!

Since I subscribe to the digest, I'm sure others more knowledgeable than I
have probably answered this by now.
