we are not the only group that has a $ amount to help defer costs of

I've just been elected President of our choir. We're about 55-60 volunteer
voices and we sing 3 concerts a season. We ask members to pay $250 a season
in dues and sell a minimum of 4 tickets per concert ($20 tickets). I would
say 70% do pay the full amount in dues, but the remaining 30% either pay
what they can or nothing at all. Also, many don't sell their 4 ticket
minimum. We currently do not enforce any penalties for non-payment.
We heavily count on dues and ticket sales as our main source of revenue.
How can I approach this situation in a tactful manner without having to see
their 1040 forms to verify that they really can't afford paying dues? We
want to welcome everyone to the choir, but we also need that revenue. Any
suggestions on how we can remedy this situation are deeply appreciated.
