I can add my 2 cents to this as well. The Line 6 TonePort, or I guess it's
called POD Studio now, is a guitar/computer interface. It has some of their
modeling software on it and also includes software that you can use to play
along with mp3s with the ability to slow the recording down to half speed. You
can't adjust it, it's either full speed or half speed, but the sound quality is
probably the best of any of the other slow-downer type things I've tried. I've
also found half-speed is pretty good for all but the fastest riffs...think
Satriani and Vai and their fastest. So for Cockburn stuff it has worked pretty
well.
There are several different models...I have the UX1 (and it looks like prices
went up since they changed it from a TonePort to a POD Studio), but there's also
a GX that runs around $100 (which is what I paid for my UX1 on sale).
It is kind of cool because you can bypass the amp and cab sims if you're using
an acoustic, but still use any of the effects you like...with Cockburn's stuff
it mostly reverb, delay, some chorus and tremolo. And if you're using an
electric, I've found a handful of amp/cab sims that sound fairly decent.
Anyway, that's another option.

Welcome to the group!
A couple of years back the list had a thread on "tabbing aids" (starting with
message 3073) that led me to the free combination of Winamp with a couple of
plug-ins: Pacemaker (which allows you to slow things down, with or without pitch
change) and Loop Master (which allows you to repeat that tricky riff over and
over and ...)
I've been happy with this combination, but haven't explored any of the
commercially available products.
