CoolEditPro, as you've already mentioned - will open anything.
If I'm bending images, and the results fail in Photoshop - I load them up in
ACDsee - saving out from there will cement an 'unstable' image in
interesting ways.
The other thing I'm into - which isn't really bending per se, is messing
with the sound drivers for MAME :

Since this requires a compiler, it's more about getting weird interactive
sounds from spurious forms of arcade board (mis)emulation.
It's fun tho! :)
