here's a suggestion, and it's what I do with the groups I moderate.

I approve all memberships, so no one joins with me knowing.
I go to the website to see, and if their e-mail address looks fishy, I
reject.
If they *look* okay, I accept, and put them on moderation, and they remain
there until their first post. If they're legit, I remove the moderation.

It requires an effort on the part of the moderator/owner, but it keeps
crapolla like this from being posted.
