Depends on what you want to make. For an electric guitar, sure. Oak or
maple might be available at your home center's hardwood section. I doubt you'll
find rosewood or mahogany there though. Most areas have a hardwood specialist
that would probably have anything you need.
It also depends on what you consider "basic" woodworking tools. I'd say at
minimum you'd need a band saw (or scroll saw) and a router. But if you're
determined enough a hacksaw and a wood chisel will do the same job. After all,
Antonio Stradivari didn't exactly have power tools at his disposal.
Any luthier tools you'd want or need can be had from stewmac.com. Wood too
for that matter.
Of course if you wanted to go the primitive route and build something like a
cigar box guitar, a $20 trip to Lowes or Home Depot would get you everything
you need except the cigar box.
