I can't remember what it's called, but there's a device you can attach to your tuner if it accepts a plug in (like a guitar cord). The other end is like a little clamp and you clamp it to one of your pegs. It eliminates all ambient and other noise and only listens to the sound of your string. That may be why your tuner reading is bouncing all around. You should be able to find this at any music equipment store.

I use a KORG Guitar/Bass Tuner GA-30 which should be within your price range, and only very, very seldom have any problems with the indicated frequency...
