I have a German hackbrett and I am wondering how to make high C sound
louder, the few topmost strings of my instrument are not very loud
when struck. Fortunately, there are very few songs where this is a
problem, but is there an easy way to make these very short string
notes louder?

Without adding another string to the C note I'm afraid you'll have to experiment with different hammers. If you can find one you can buy a pizo mike to stick...
