This is the "Boogie Woogie Etude" by Morton Gould. I have never heard this with orchestra, and didn't know that anybody arranged it. Shura Cherkassky recorded...

I don't think the presence of the orchestra does any favors for the piece. Cherkassky has at least three recordings. ...
