I think he meant that he tried to probe for shorts with his
multimeter. And the result is pretty logic: When power is off, the
HC14's outputs are in hi-Z mode (Non-conductive) whereas when the
power is on, and the outputs are both the same value (Both high or
both low) the hc14 will try to keep the outputs low or high
respective, and let current pass.
