Rob--
I used cello strings for years before harpa strings became more
readily available in the US. It never seemed to be a problem--I
suspect that because you shorten the cello string by several
inches, that takes care of the octave difference.
Also, as I recall, you don't use all 4 cello strings, so each
one has been shifted a fifth or so. I used a guitar string (wound
or plain) for the A, and then the three highest cello strings.
I think some people have tried 3/4 cello strings--should work
fine.
The crucial factor is string diameter, rather than length--if
the diameter is the same as the standard harpa strings, there
shouldn't be any extra tension.
