There was a quorum present (18 bands necessary; 29 bands present).
After the Call to Order, Welcome and Introductions, the first order of business
was to vote
on Proposal #1, changing the date of the AGM from the first quarter of the year
to the last
quarter, and associated language addressing payment of dues and such.
Proposal #1 passed. This means that there will be no AGM in February of 2007; it
will be in
the last quarter of 2007. A concern was raised to not have it on Veteran's Day
weekend
because of band commitments, and the Executive Committee will keep this in mind
when
choosing the date for 2007.
The housekeeping proposals passed unanimously. The proposal restricting judges
from
competing at games where they are also judging was withdrawn by its sponsor.
The proposal allowing the instructor to serve as the Pipe Major and the Drum
Sergeant
passed, with much discussion. (The bass cannot serve as instructor because the
instructor
cannot make up the minimum number of players, and one bass is the minimum.)

Saturday morning November 11 is the Special Meeting called by the Executive
Committee
in response to strong membership interest at the February 2006 Annual General
Meeting.
The purpose is to change the bylaws regarding the date of the AGM, from the
first quarter
of the year to the last. You can read the February minutes, website
announcements, and
the newsletters for further details. Details will also be in the upcoming issue
of Words &
Music.
Assuming there is a quorum (please, everyone plan to attend, or this meeting
will be an
expensive waste of time), the Special Meeting will then become an AGM, the
second of
2006.
Assuming there is a quorum, and the date change passes, and this meeting thereby
becomes an AGM, we will also vote on any other proposed bylaws or contest rule
amendments. Also, the AGM scheduled for February 2007 and future years will be
moved
to a date in the last quarter of the year.
If you wish to propose any changes to bylaws or rules, please get them to the
Executive
Committee by September 22, in time to be reviewed and published 30 days before
the
AGM, as set forth in our bylaws.
Additional events for the weekend are: Games Sponsor meeting Friday night, and
workshops Saturday afternoon and Sunday morning.
We will post further details about workshops in the next few days, but see the
previous
email and upcoming announcement on the website for the workshop presenters. It's
a
stellar lineup.

Hi all--
RSPBA has given us permission to post the 14 2/4's that are the core of the new
MAP
(Musical Appreciation Program). I received them via email this morning and have
sent them
on to our webby, who will post them in the next day or so.
The settings are the simplest that RSPBA will allow in a MAP contest. Bands can
play more
complex settings if they wish, but nothing simpler. The idea behind the
simplified settings
is to encourage Grade IV bands to focus more on musical presentation and
ensemble, than
on complex technique.
A MAP contest consists of any two of these tunes played as a set in the morning
of the five
Scottish major contests, including the Worlds. The top 12 bands in each of 4A
and 4B then
advance to the regular QMM contest later in the day.
The MAP tunes may also be a part of the QMM.
FYI, RSPBA has no plans to develop drum settings for MAP tunes. The idea is that
PM and
LD work together to develop drum settings that enhance the pipe settings; again,
emphasizing the Musical Appreciation part of this new initiative.

The Executive Committee has called a Special Meeting of the Association for 11
November
2006, at the Clarion Emerald Springs in Las Vegas. (Workshops on 12 November.)
There are two reasons for this Special Meeting:
1. To change the bylaws to change the date of the Annual General Meeting to the
last
quarter of the year, rather than the first quarter. (Article V, #1 currently
reads, The annual
meeting of the Association shall be held during the first three months of the
calendar year.
)
2. Assuming the bylaws changes are passed, this November meeting will serve as
an AGM,
the second of 2006, and the February 07 AGM will be canceled, with the next AGM
taking
place in the last quarter of 2007.
Assuming the bylaws are changed and this does become a second AGM, all other
business
of the Association will also be transacted then, including other bylaws
proposals (which
will include all those mentioning any AGM date), contest rule proposals,
elections,
workshops, and so forth.
In order to effect these changes, there must be a quorum present to vote, so
PLEASE MAKE
YOUR PLANS NOW to attend the meeting. (Article V, #4: Quorum: Representatives
from
one-third or more of the active and juvenile bands in good standing will
constitute a
quorum at any annual or special meeting.)
Further details will be disseminated as they become available.

A reminder to all Grade IV WUSPBA bands: The new One Person, One Band
instructor rule passed at the 2006 AGM goes into effect May 5, 2006.
From the Contest Rules, Part VII, h, ii:
One Person, One Band:
Grade IV bands may register, for the competition season, one piping
instructor and one drumming instructor from within the WUSPBA who is
also registered with another, higher-graded WUSPBA band. The
instructor(s) shall not be permitted to make up the minimum number of
pipers or drummers required for Grade IV competition. The instructor(s)
may not play the lead side drum, bass, or act as Pipe Major in
competition. A higher-grade band may have more than one piper or
drummer who serve as instructors of Grade IV bands. (Takes effect 90
days from the AGM, on May 5, 2006.)
